i don't think you can make a dispute if it's friends and family, that's why most people want you to use it.
Some dude here on mpgh (I got him banned, don't worry) added me on skype and requested 5$. He told me that if I gave him 5$, he would give me 8$ back in 24 hours. He didn't give me anything after 36 hours, so I just made a scam report, and went to paypal and did unathorized. After a few hours, I had my 5$ back.
Friends & Family disputes are iffy, for example did you make it look like it was an unauthorized transaction when you made the payment? (Used a VPN? Had some failed attempts before it actually worked? Change some account details?) If the answer to most of those is no, then it's going to look like a genuine, authorized payment to PayPal and they'll likely deny it.
However, if you raise a chargeback through the bank - these are ALWAYS (100%) successful as there is no tracking number/shipping company linked with a Friends & Family payment, so if you told the bank it was unauthorized there is no way for the recipient of the money to dispute that. This however (bank chargeback) can take up to 180 days to process. Paypal reduces that to around 20 or 30 days I think, but it's usually closed in your favour as soon as the seller responds.
Not sure why people are debating still. The first few posts show that it's possible. Just say it wasn't you who did the transaction. Easy.
