No it won't. VAC only activates in lobby & in-game.

title says both :P , btw steam checks your lvl every time you enter gameplay , and syncronizes it whit your last game

No. It detected your time played and rank. I prestiged 5 times once while editing my time played. It's been 2 months and I haven't been banned yet. If it were, no one would use trainers.
