Because you need a shitass good graphics card to run MW2, and a good power supply to use it. I have $80 NVidia GT 220 and it runs at 50 FPS average on medium, ain't good quality, he'll probably need a $150 card to run on high, and a $50 power supply to use the graphics card, and another $60 to buy the game.
