Modding Question

Hello,

I noticed a lot of modders lately have been doing a great job with pushing out new content with new mods arriving when they find new mods they think are good enough to release, but I have a question.

There use to be mods and/or hacks, that when you purchased a vehicle it was able to give you the max upgrades(suspension, turbo tuning, armor, brakes, ec cetera) along with another mod that set ur ammo on weapons to 9999/"clip-amount", and when you purchased ammo it still refilled the ammunition to 9999, so you basically never had to only have 400/32 ammo or something like that.

Would it be possible for someone to re-make those two mods? Or I would be glad to help if someone could just say what kind of things need to be implemented to start finding those things to altar and improve them.
