If I delete the steam cloud dbd data completely can I then put a saved file in since the cloud data will not exist and it will just go off my saved file then upload it to the cloud? or is this detected?

You can find your savegame here: "C:\Program Files (x86)\Steam\userdata\*any 8 numbers*\381210\remote\ProfileSaves"

OP, why do you need to re-enable clound sync? I don't believe cloud-sync backs up your game; You have to backup your save manually.
