Ambulance Drivers, Medics, the Entire Police Dept., The Doctors, Examiners, Faking your death is not illegal, Conspiracy to defraud (in accordance law) is (depending on the judge, and prosecutor) a Statutory crime or depending on who he owes the money to, a Federal Crime, and seeing as he has a 400Million dollar debt (or whatever it is) and there are this many people involved, we can safely say that he would at-least be tried for fraud and so will the officials who aloud this, and with all his debt, I don't think he had enough money to pay these guys/women off.
