I thought I might wait for the guy I bought it off to reply it's not like he blocked me or anything.
If he doesn't reply there shouldn't be a problem with me doing a unauthorised dispute because I did use a different IP and all that

Paypal is always on the side with the person who put the order down, not the other way around, therefore you shouldn't be doing the unauthorized dispute, you should make an official dispute with all the necessary proof to permit that it was a scam and all of that.

You'll get your money back much faster that way than lying about your order or making an unauthorized dispute, that being said, good luck.

Yes, if the user who scammed you is part of the forum, then report them, you can report them so that they cannot see the report.
