If I use a public hack for less than 24hrs and it hasn't been detected yet, and I delete the hack will I still get vac banned when the hack does become detected???

Yes, you can get banned up to 4 weeks later (from my own experience this was the max)

then why do people say play safe and don't make it too obv that you're hacking so you won't get banned? Wouldn't be already deemed banned once the use of hacks?

because it takes time to detect a hack?

It depends if VAC detects the signature of the cheat, in that case you could be banned.
And maybe it will be a delayed ban (2 or + weeks after you used the cheat)
