Key seller sold me a Russian key

A man on MPGH (who I wont name) was claiming to sell any popular game available right now for PC, which I was stoked about. Upon contacting him, he told me they were accounts, which he said only lasted for about a month or so. After hearing that, I was turned off the idea but, he said that he sold keys as well. I made it CLEAR that I wanted to use it on my US account. Seeing all of his vouches, I decided to go ahead with it and purchased a key. He said it was 30$ in BTC. After I bought 30$ of BTC, I sent it to him. From then he took a few hours to get me my key, no worries at all. Once I received the key I tried to activate it, but it said it was region locked. I told him that the key didnt work, and THEN he told me that it was russian and that I had to get a vpn, delete steam, reinstall and make a russian account. After some arguing I decided to put up with it and just download the thing. Upon following his instruction to a tee, the key still had yet to work. Since then hes been going on and offline, responding every few hours, insulting me calling me a noob and such. How should I proceed with this? He's been of no help whatsoever, and is telling me to find someone else to help me with this situation. Any advice on what I should do?

I apologize if this isn't the right subforum for this, but I'm 30+$ down and really want this key to work, so I'm grasping at straws at this point. If needed, I have screenshots of the entire conversation.

But the thing is that I think the code is valid, but he sent me one I couldn't use rather. I don't know if that'd be considered spamming or not

Doesn't matter. Judging by what you said, you specifically stated that you needed the code to work on a US account but instead, he gave you a region locked key. There's a difference right there.

Make sure you provide all the screen shots of the Skype conversation, especially the part where you said you needed the code to work on a US account. That piece of information right there should be enough for you to get the seller.

As @Predator said, you said you needed the code to work on a US account. But he a gave you a russian locked key. Go to Scam Reports and make a scam report
