yes packet editing is possible if you just take a look at AugS's or GA's VIP knife hack which involves Packet editing to make the knife into a nade for instance.

it doesnt change it into a nade or w/e it only changes what comes to it. hacks can connect with rez files as ropes can connect to poles

cause the medkit counts as a bullet. the weapon is just an image that throws the bullet that has the real effect.
