Considering Hova is currently doing it, I don't see why not

The users I am partnering with do not receive any money unless the service is fully completed.

From my experience its fine aslong as Heroic takes responsibility for sales and pays his partners on confirmations etc to minimise risk of exit scamming. Also,hes taking the payments directly and distributing them out to his partners after the orders have been completed which is showing responsibility and that he knows what hes doing. GL
