Ok I tried following the tutorial to the letter and I still get the error that my files are different from the server.

Which makes sense considering that when I paste them into the IWD file it asks me if I am sure I want to overwrite a file that is 400,000 with a file that is 42,000 as an example.

Any insight as to why this is not working with 1.1.195 would be GREATLY apperciated !

Did you download all files?
The files are smaller since the originals is more details in

I installed all the replacement textures from every folder if that's what you mean.

The only thing I changed was to make team 1 blue and team 2 red.

Its a splitted archive wich means that if you extract the first one the others will autoextract
