no, you don`t need level 16, i saw people with level 10 and 11 who played with m60, the guy said: "i got retail box, so i can play this weapon...." i`m not sure sry :P

If you get retail, you can use the retail weapon at lvl 1, 0%

I had m60 retail on my lvl 6 it was awesome with no recoil+spread but it eventually got banned lol.

It's doubtful. All the ones on their site are taken from other retailers/amazon.co.uk. And K2 isn't making anymore retail boxes, so once they're out of FAMAS', (which is presumed to have happened a few days after the release) they won't get any more.
