Cant make accounts@!???? Help

ok so i was gone for a while and come back and my account was banned so i was like whatever and try to make a new account when i clicked submit it said system error im not ip banned cause i used an ip changer proxy sites here is a screen shot of what im getting https://www.mpgh.net/forum/attachment...1&d=1273066037

This could be either:

-Nexon`s server is too crowded.
-You have too many alternative accounts.
-Your Internet Protocol (IP) Address is banned.
-Your Hardware banned (Or for your term; MAC Address Banned).
