About Banning

Ok I have 2 steam accounts with mw2 with one a normal serial and another no serial (I used one of those get all steam games blah blah blah and then used the files of my normal account in this one)
So my question:
If I get banned on the no serial account do I automaticly get banned on the other to.

No, if you get VAC banned on the no serial account your other account is totally fine. They are two separate accounts so Steam can't ban both just because they get logged into from the same IP address.
