You need EAM in order to import the playerstats file.
simply put the playerstats file into the folder where eam is, rename the playerstats file to playerstats, run eam, run mw2, alt+tab, klick import stats and it should say something like ''succesful''. close eam and enjoy your new barracks!

You got to reset them first if you try to get to a lower level.
Here it's a tutorial.
