You can't unlock weapons and challenges by commands, only level 70 by commands. You have to unlock them by .gsc scripts.
If you wanna learn how to do this just follow these instructions:

First download ModLoader from here (note: this can get you banned since it injects a dll):

Then make a new folder in the main directory of ModLoader folder called e.g. MyMod then make new folders inside so your folder structure looks like this:
MyMod/maps/mp/gametypes/
MyMod/maps/mp/killstreaks/

Now go to your gametypes folder and make a new file called "_rank.gsc" without quotes and paste the contents of this page in:
C++ | #include common_scripts\utilit - MW2 Modded Lobby - J6epJDPn - Pastebin.com

Then go up a folder and go into your killstreaks folder and make a new file called "_ac130.gsc" without quotes and paste the contents of this page in:
C++ | #include maps\mp\_utility; #i - MW2 ac130.gsc - XUygLaZf - Pastebin.com

Now go back to the main directory that contains the folder MyMod and open MW2_Modder.ini and it should say this:

Add mod as follows:

Mod3=MyMod

then change CurrentMod to your mod's numbers, in this case 3. So now you're done setting everything up and all that's needed is for you to inject the dll in and be host so it'll take effect. Also if you want to learn how to code .gsc scripts this is a great example.
