Is it hard to make hacks?

I mean after learning c++ basics and direct x, is it hard to make hacks for Combat Arms? When your experienced, When your a newbie? What's an average estimate of how long it would take? Because I've see some people release hacks in only a few hours and for others it takes 1 day+
