    ehm since cs3 i guess maybe earlier...
    to do this go to:

    File > Import > Video Frames to Layers...

    i have done this before to show it to empire and this was the gif i made:

    yeah the quality wasnt good but yeah i filmed it at home and this siggy was made on the same day the episode came on tv. ;D
