Reset your internet if needed
Let your family know that you're going to do something with the router(s)
and then once that's cleared out of the way and you have the permission
Disconnect the cords on each Router, the cable modem and wireless router
give it a good 3 minutes, and then plug them back in (the cable, lan cords, and power cords)

get TCP Optimizer or use Advance System care to fix the settings
and you'll be set for that
if that doesn't work
then it's either: your ISP or Combat Arms

It's not hard to tell the difference between Internet Lag and FPS lag
FPS Lag = skipping frames, not repeating, but skipping frames
internet lag = rubber banding (Repeating steps) , loading slow etc;

simple solution (worked for me)
open CA
click on options (the lil crank thingy at the corner of screen)
make the color quality '16 bit'
make the graphics quality 'low'
then go to sound put everything on 'low'
and turn BGM 'off'

completely eliminated lag foh meh
it barely makes any difference too!
with lower graphics, you jump higher and its easier to glitch too!

its true for me,
when i had high quality on i couldnt jump this air conditioner in short fuse

but when i put low quility just teleported on top of it whenever i jumped lol

If you have a crappy graphics card, a good cpu will not make up for it. Also how much HDD space you have has nothing to do with anything.
