I know you've been a way from Ps for a while,
So just for that fact this isn't bad at all.
There are a few things I think could have been executed better.
The fractal, though it's not a bad effect
I feel it just looks a bit too sloppy and it makes you wonder if she's missing a hand.
Whatever that yellow smudgie stuff is in the top right hand corner, seems out of place.
The effects on her face don't look great, it wouldn't look too bad if they were replaced with smaller versions of that bokeh effect you have in the bg, just set to a lower opacity.
All in all not bad man, just work on composition and try not to crowd up your focal.
