[SOLVED] .NET framework (alteriw)

Ok, so yet again my friend has a problem. We had an issue giving him the rror (0xc000142) which we found out was NOT because of his bit rate but because he can't seem to install .NET Framework 3.5. Everytime it says that the installation had an error and .NET Framework was not installed successfully. We have tried removing his current framework (which was .NET Framework 1.1 service pack 1, the only one that will actually install) and installing but got same issue, then we tried installing them 1 at a time starting at 1.1 since 1.0 gave us same issue, but then got the issue while trying to install 2.0. He was running Windows XP Service Pack 3 at the time. We then learned Service Pack 3 was incompatible with .NET Framework 3.5 so my friend did a factory restore on his hard drive since Service Pack 3 wouldn't uninstall properly, put a fresh copy of windows on, put on Service Pack 2 (which is suppose to be compatible) and guess what, same issue... please help...
