I don't think you can do that by GSC modding. But I am not 100% sure, I only saw that in hacks.

I think this is possible, because i have two sniper mods.

The first is made by a guy called Prodiigy. At this mod, the crosshair is very tiny, but at the other mod (more functions) the crosshair is normal.

These are the default values, try setting them lower

Yea this didn't work.
Atleast not for me.

Set perk_weapSpreadMultiplier lower for smaller crosshair. Default is 0.65
