I could imagine someone making a Menu to activate them without actually getting kills.

That's actually pretty easy.
The variable to activate them is
[php]self thread dealStreak("NAME OF STREAK", "DURATION");[/php]
for example
[php]self thread dealStreak("Napalm Strike");
self thread dealStreak("Adrenaline", 40);[/php]
This would give the player the killstreak and show the killstreak popup message and shit and he can use it by pressing 5.
(I know you might not care much since you don't have the mod, but you'll get a taste of it.)
