And bills and treaties like this don't get passed without full transparency. That is what Empire is trying to say and that is why the treaty will never be implemented.

At least you had the integrity to put some backing into your response, I'm not saying that it will be passed, I'm saying that if it doesn't something nearly identical to it will come up, and it likely won't be passed either, but the process will repeat over and over, until it is finally implemented.
