You Could Need to make a _rank.gsc. To Begin Also I Use Notepad to make mods, (NotePad++)

There is no program that makes mods. You have to script it yourself. You also need to know Basic Coding, which I assume you don't.
Read the rules please before you post and we have many topics on variables for Modding and how to get started.
