Where Do I report People?

I recently received a private message by Caliboy95407, entitled "$20 VIP".
"come to ********.net and our vip is ony $10(usd) vip should be released withing the week."
I wanted to report him for that private message, even tho he was trying to "help" me get cheaper vip than here, it is still against the rules and therefore I am reporting him
I don't know where to report something like this, so I am just throwing it up here, please move this to the correct section if you can ;0
