Uninstall CA from control Panel and re-install, it sucks,but i faced the same problem

You don't just delete all the files from your combat arms folder!! You have to got to control panel, uninstal a program, and then uninstal combat arms.

If you can open up CA do it. Then go to your taskbar and click the right button and click on "Start Task Manager" when you find CA click it then click "End Task" or go to "Processes" and find CA and click "End Processes"
