if it's a quote of somebody saying something, the period is inside the quotations for proper grammar.
it varies from quotes, these are examples:
"the best thing about life is money" - some random fucker (stating a quote without dialog)
speaking in a story
"and then he rode off."

It would be the second one, When quoting, the punctuation will always go inside Quotes.
so it's “I was panic-stricken".
