Well, Everytime their is a host migration i get kicked out of game, and I do the
party_hostmigration 0 command and NEVER am host. Is my license Revoked? (3rd install due to corrupted files)

AlterIWNet removed forcing for host, with their new dedicated servers coming out you may want to try that.

It's probably a dedicated server, so it's a fixed host, (someone who bought it), so there cannot be a new host.
