It won't change anything, the jpeg already wrecked the quality. Jpeg = not 100% accurate, so to speak; png = 100% accurate, alpha channel as well, can be easily animated.

Depends on what you define is accurate. If you're saying overall image quality then yeah its pretty damn accurate, if you're taking photos then RAW is more accurate, and if you're pixel by pixel accuracy then GIF is more accurate.
