Can BlackOps be installed on more than one computer?
So, for example if "A" buys it can "B" play the multiplayer from another PC if "B" installs on another PC?

If "B" CAN install it, and CAN play multiplayer, can "A" and "B" use different accounts?

yes but u have to log in with the only 1 steam account, cause u cant active only 1 code in 2 steam accounts

You can install the game on two computers and then play on the same account. but you cant play on pc "A" if you play on pc "B". And you can only use the activate code on one account. if you install the game on a new computer then log in to a other steam account you need to get a new activate code.

just log in on youre other computer with steam and download the game trought steam. but uneed the steam u activated cod bo

Yes.
The Game can be downloaded + played from Steam, no Disk needed when logged in to your Steam account.
Just make sure that you can't play simultaneously/together. (Key can be activated on one account only)
