A modified version of aristocracy might be one of the best, but of course it can't be perfect, in order for that to occur there would have to be a perfect society, and that sounds plain nasty
before you say perfection is completely subjective, take into account supreme model, the only Christian philosophy I think of as plausible (minus the idea of it God putting it there of course)
