I would get rid of the streaks completely.
Really hard to make effects from scratch, so it's like text; if you can't do it well, best not to do it.
I think that's a space stock on the left right? Take that out, those generally make the area they're over LQ.
Also, try and establish where you want your light sources to be early on so you can burn and dodge accordingly.
For example, you have the blue source down by his arm (his right, your left), yet that whole side of his body is dark.
Color scheme for the last thing...not sure how well black/gray, blue, white, and red go together...
i like the c4ds here but as in all your stuff theres a brightness and sharpness problem
