(Alcohol: 16 for Beer etc, 18 for Vodka etc.)

I could get my license at my 17th, that would be upcoming August 16th
But at my 17th I may only drive under supervision of an experienced Driver.

Explain to your parents that you're a total outcast, no one has nothing to do with you at school, and you're in dire need of a connection of another life form. You need someone to talk to and all around be there for you. Continue to explain how it'll help you learn the responsibly it takes to take care of a pet. If all else fails, don't be afraid to bring the tears.
