Well i joined a clan and people started to QQ about my clan as hacking. I told them we TV our members, he said TVing is against CA. I also seen this alot on megaphones and chats. Is it really? Can some one point me to it?

Teamviewer is a 3rd party program. Teamviewing while combat arms is on is against the ToS. Nexon cant stop you from Tving you while combat arms is off.
