OPK and anti-kick in Crossfire?

Ok, today I was playing elimination and at round 5/13 some guy joined and started opking us. I know it wasn't shoot through walls since he was aiming and shooting the ground and getting kills, all headshots. When we tried to kick him, it was 11-5 and the vote kick said it was successful, however, he didn't leave the game. Does this mean opk and anti-kick is back?

then i guess he "bugged" in the 5 games i played with him? and btw before any1 says he was using shoot through walls, he killed us with a friggin knife while aiming at the ground

what i want to say now is that somehow the other public hacker in the room was kicked and when we tried to kick him, he didnt get kicked, ever. 5 people tried to kick him, it was successful but he still wasnt kicked from the room.
