You have to be OP on a server. Because all it does is use the /give command. Whatever server you are OP on, you have to use that servers commands. Different types of servers will have different commands.

If you dont know what an OP (Operator) is chances are you are not one. OP's are like server admins for Minecraft. Usually has acces to most if not all server commands, such as /give.

Thats just how monster spawners work. You have to download some other mods to get them to spawn different things.
