Edit: Cheat protected just means you cant use them if sv_cheats is 0. They have a special method to make commands like giveitem unuseable.

I haven't tried any consoles since the maintainable today. But I can assure you that binds do work.

Also, why wouldn't consoles work? Was there a hackshield update that I didn't know about?
