A nVidia GT 220 is barely better than a 9500GT. It's your graphics card, nothing else. Just look at these Game Benchmarks: Left 4 Dead : GeForce GT 220 And 210: DirectX 10.1 And 40nm Under $80

There's a major difference between the 9500GT and 9600GT models.

    9500GT
    Stream Processors: 32

    9600GT
    Stream Processors: 48

That's 1.5 the manpower. I'm running a 9600GT DDR3 EVGA edition. It gets bare minimum what I need to play, and I'm a beast with it

First of all the i3 is not a true quad core. If you look at the pics it states 2 core with 4 threads. So you have to look at it as if he is running a dual core with quad threading.

    Newegg.com states
    # Low Profile Bracket Included: Yes
    # Chipset Manufacturer: NVIDIA
    # Core Clock: 625MHz
    # Stream Processors: 48
Your pics show his core clock is only 135MHz on the graphics card. Looks like something might be wrong there.

Regardless, it's not faster than what I showed above. It WILL NOT break 75-80 FPS with everything off. The card isn't meant for that.

    I am running
    AMD Phenom II x4 955 black 3.2
    6 Gigs ddr3 ram (DC)
    Nvidia Geforce gt240
I get about 150-350 FPS depending on how clean my computer is.

It doesn't matter, the card is still a very high requirement, it doesn't matter about his card. There is something else that is not working right and I am pointing it out.

No, trust me, it is his card. The GT 220 isn't meant for gaming, it's an entry level card. GeForce 200 Series - Wikipedia, the free encyclopedia

and Ice, a GT 240 has 96 Stream processors, a 9800GT has 112. Along with that, the GT 240 has faster memory (GGDR3/5) compared to the 9800GT's DDR3/GGDR3
