No, a PSU can't over power a card but there could have been a surge or your drivers for the card starting setting the wrong signals for your fan controller/clock speeds which may have caused a heating malfunction.

Its not a bad thing to increase fan speeds, I have mine set to 80% when I'm folding. Just install a temp monitor to see what the fuck happens to your card temps, but yeah thats not going to do you much help now if you can't see your desktop.
