Now the question, do all players need to download or convert that files to play? Or can they just join like on every other mod?

no, u are noobb! as i said, only server ( i ) will have GSC CSV mod, if someone want play MP with 0 players(SP MAPS!), he have other settings, if he wants play online, he will join server.
