3 Different GOA's

How is it Possible for three different people to hold the same rank and even on Combat Arms website it says Only 1 person at a time can Hold the rank of General of the Army....so wdf?!?!

Look under Ranks on Combat Arms website and it says:

The Player with the Highest EXP at any time can hold this rank,
Only one (1) player at a time can hold the rank of General of the Army.

NOTE FOR GENERAL RANKS: All ranks from Major General and above will have a limit number of players holding these ranks, based on highest EXP earned. Even if a player acquires enough EXP according to this table to advance to a rank above Brigadier General, if there are a sufficient number of other players with higher total EXP already holding higher General ranks, a player will not be able to advance in rank. Accordingly, it may be possible for Major Generals and above to be subjected to a downgrade in rank, if other players surpass them in total EXP earned.

However the rest are suppose to be Generals.
