Devcat rotates the hfs every update or so.
This can still work if you find the correct file

Because it was bannable.
Seriously though, some ppl lost interest in the game is all, I've lost interest myself but I did manage to find the voice file last update but then it got changed again so I stopped bothering it.
Anyway since you are interested, you can try this file to replace
33211B8E7F131384F50DAA36062F4027E13D70E8.hfs should be Fiona or Evie, I do not know entirely.

Edit: the files changed since 2011 so it isn't going to be a cake walk.

What do you mean by replace? The download is a bunch of .wav files, am i supposed to change it into .hfs format?

I thought changing voice files was relatively safe because nobody seems to have gotten banned for using the KR voices on english servers?

The files I told you about holds voices.
hfs is filled pretty much cooked files from textures, to maps, to npc, to everything so it makes it harder to mod.
Back then, you didn't have hfs like this.
Problem is, no one is going to release an hfs uncooker tool. But if you ever fount someone who could, then you could change voices.
Long story short.
that hfs file holds the voices for all the characters, devcat cooked the file so you cannot simply change it without the correct tool.
