Binds in MW2 (steam version)

Are you allowed to edit the config and put in binds to say: bind x "say HI"

if thats how its written. :/
i know this is way old but i just wanted to try something different.

It is:

bind x "g_speed 600"

You just put the thing you would type in the console into the "".
I think a chat thing would be:

bind x "say Awesomesauce"

its the same as css,

EXAMPLE:
bind - ";cl_crosshairscale 4000"
bind xxx "say SUPSUP"
