It is a Nexon fail. If I remember right, can't check the website, it says that only one person can hold GOA. If more than one can hold the rank, then it is based on whom ever has more EXP.

There are three because the programmers never actually implemented the '1 GOA limit', and it seems like they aren't going to try and fix it.
