Yes, 100% is all of 1 thing. 200% is twice as much as one thing.
To make something that's truly wonderful, it takes more than one person working 100% on creative ideas. (two would do fine honestly...)
and a LOT of people trying to make it work.
EG:
two people working together to try and make the game storyline.
1 on the game engine
1 on the map editor
1 on the server
1 more on the engine
Thats 400% brain power on making them work.
30% science has already been completed...
200% brain power making the storyline.
over 100% simply means x.xx * n
100% would mean 1 person creating masterpieces out of their ass.
600% means 6 people creating masterpieces out of their asses.

Well ; If you take the fact humans don't use 100% of their brain at the same time, Your explanation is pretty much dead.
But this depends of the way you see things ; In stats, 100% is your total, Where a % is a number on the maximum frac. of 100, 101% is inexistant.
If your percent explains a fraction of some random total, It can go above maximum, Becoming units + frac., But again it depends of the context your crap is in.
Common sense still takes a percent means something on damn one hundread, Anything going above becoming an unit, Fuzzy 101+ percentages being used for math.
Anyways I'm tired and don't feel like defining my opinion of what's a goddamn percent today xD. My english skills are dead.

If you've ever worked on some team thing, you'll see that sticking 10,000 people on a project doesn't mean that the project will complete 1,000,000% faster.
In fact, doing such a thing would be detrimental to the project's progress.
Furthermore, you're not factoring in random variables such as sleepiness, a person's skill (in fact, studies have shown that a single (talented) person can be over 10 times as productive as other with the same experience), and the work environment.
