I want to make some camos and I got TOOLS from Archangel... but I don't know how... please teach me

Sure you installed the PS add-on?
For DDS files.
Sure you converted the IWI to DDS?

Yep.. all of them above but I think the problem was the codes... I can't handle HxD edit handling

I was just working out of that you just had started and could not open and edit the file.

Well, Just use the IWIFixer and you won't need to do that.
