Or he can be referring to how some Muslims impose their own version of Divine justice by carrying out acts of murder against those they believe offended Allah's word.I've read stories about fathers killing their own daughters for being in love with non Muslims. Of course adulterers get dealt with inhumanely as well.

Because god forbid people to make their own choices in life.
