    Effects editor?

    I just finished downloading black ops mod tools, and I have no idea what to do or use. Can someone tell me what the effects editor does and how to use it? that would be great, thank you.

    The effects editor its the tool which you create custom fx's with (afaik), too bad it dosen't work.
